Where: Wachovia Center Parking Lot D West, 3601 S. Broad Street (8:30 a.m.), and the Fire Administration Building (FAB), 240 Spring Garden Street (10:30 a.m.)

The Philadelphia Office of Emergency Management (OEM) hosts the City’s first Emergency Response Capabilities Tour. Health, emergency management and public information officials from the surrounding counties as well as medical officials from various hospitals and medical response agencies in the region will participate in an all-day tour of Philadelphia’s emergency response facilities. Stops on the tour include Philadelphia’s 9-1-1 Call Center, the Police and Fire Dispatch Centers, Hazardous Materials and Mass Casualty Response Vehicles, the Medical Examiner’s Office as well as the Emergency Operations Center (EOC).

Media availability will be permitted during the tour at the Wachovia Center Parking Lot where the tour begins with OEM’s Command Post 1 vehicle, the Fire Department’s Hazardous Materials Unit and Emergency Medical Services apparatus displaying their emergency equipment. The second media availability will be during the tour of the Fire Communications Center and the EOC.

Philadelphia experiences 4.4% drop in homeless population since launch of plan

Philadelphia, May 28 – The City of Philadelphia published today the Year One Status Report on the Mayor’s Initiative to address homelessness in Philadelphia. The results include a 4.4% decrease in Philadelphia’s overall homeless population since the initiative was launched in May 2008 and an increase in the City’s permanent housing capacity of 51% for families and 26% for singles.

Speaking at a press conference on Dilworth Plaza on the one year anniversary of the launch of the initiative Mayor Nutter said, “We have provided opportunity to many who lacked it, helped those who needed assistance, and given a second chance to those who were down on their luck. With the steadfast support and partnership of the Philadelphia Housing Authority and champions from the provider and advocacy communities, hundreds of formerly homeless people in this city are now living in safe, permanent housing. That is something we can all be proud of.”

Mayor Nutter also announced that the Philadelphia Housing Authority, under the leadership of Executive Director Carl Greene, will provide another 500 housing opportunities this year to address the issue of homelessness in Philadelphia. “This program is a shining example of what can be achieved when tough challenges are viewed as common goals,” said Mr. Greene. “We have seen that when we join efforts we can address great needs, and we look forward to continuing this very important work.”

Mayor Nutter and Mr. Greene were joined at the press conference by Councilwoman Jannie Blackwell and many from the provider and advocacy communities.

Councilwoman Blackwell said, “A partnership with our city housing agencies and PHA is a win win for us all. To provide additional housing to people in need is at the core of our responsibility to improve the quality of life of those who live in and visit our city. I commend Mayor Nutter and Carl Green for their vision and leadership”

Sister Mary Scullion from Project H.O.M.E. said, “Mayor Nutter’s commitment of 700 units of permanent housing was a strategic step forward in ending homelessness in the City of Philadelphia. We applaud the Nutter administration’s commitment to expanding the availability of permanent affordable housing for adults and families who are homeless.”

Gloria Guard of the People’s Emergency Center (PEC) said, “We are thrilled with the consistent, predictable process for placement into permanent housing for families. We look forward to the coming year and the provision of housing choice vouchers for families as well as the continuation and expansion of services to children.”

“During the workshop you will learn how to shelter-in-place, become familiar with your neighborhood evacuation routes, know what emergency supplies and copies of important documents you should have ready, and find out how to stay informed during an emergency,” said Deputy Managing Director for Emergency Management MaryAnn E. City Moves Forward on Sustainability Goals Set in “Greenworks Philadelphia” Plan

Philadelphia, May 27 – Today Mayor Michael A. Nutter opened a new biodiesel refueling station, the fifth in the City. Currently 200 trash and recycling trucks and construction vehicles use biofuel and this new station will be able to serve an additional 35 to 40 vehicles. Each vehicle running on alternative fuel produces 20% less hydrocarbons, an ozone precursor, and results in a 10% reduction in lifecycle greenhouse gases. This furthers the goals laid out in the City’s ambitious sustainability plan Greenworks Philadelphia to reduce the City’s greenhouse gas emissions by 20% and to improve the overall air quality of the City.

This program was started through collaboration between the Health Department, Fleet Management and the Streets Department. The Health Department applied for the State’s Alternative Fuels Incentive Grant which entirely funds this operation, with Fleet Management and the Streets Department dealing with implementation.

“Today’s biofuels station opening shows the best of what City government can do,” said Mayor Nutter. “Working with the Commonwealth, Departments from across Philadelphia are taking tangible steps to achieve our sustainability goals.”

These stations provide B20 blend fuel which consists primarily of soy, but also contains recycled oils from poultry or yellow grease. The City’s biodiesel program exclusively purchases Pennsylvania or U.S. produced biodiesel from the Energy Cooperative, a nonprofit member-owned cooperative that is based in Philadelphia.

Deputy Mayor for Transportation and Utilties Rina Cutler is proud to have Philadelphia’s fleet of recycling and trash trucks leading the way to a greener Philadelphia, “a biodiesel fueled fleet decreases our dependence on imported oil and reduces green house gas emissions.”

“Philadelphia has made great strides in improving its air quality over the years, but there is still much work to be done toward meeting our federal attainment goals for ozone and fine particulate matter. Using renewable, non-toxic biodiesel supports our ongoing effort to reduce harmful air pollutants while improving health outcomes for all our residents.”

“The City of Philadelphia should be commended for the leadership they are showing,” said Jossi Fritz-Mauer, Director of Biodiesel Distribution for The Energy Cooperative. “The sincerity of that commitment is demonstrated by the fact that the Office of Fleet Management is purchasing biodiesel as sustainably as they can–whenever possible, they buy biodiesel made from waste products by Pennsylvania producers and distributed by The Energy Cooperative, a local supplier.”

Greenworks Philadelphia, an ambitious, comprehensive framework to make Philadelphia the greenest city in the United States of America by 2015. It sets goals in five areas — energy, environment, equity, economy and engagement — and encompasses more than 150 initiatives. Philadelphia, PA – Philadelphia Mayor Michael Nutter announced today that Andrew Altman, Deputy Mayor for Planning and Economic Development and Commerce Director, has accepted a position as founding CEO of the Olympic Park Legacy Company, overseeing the revitalization and redevelopment of Olympic Park in East London — the largest urban development effort in the United Kingdom and Europe. London will host the 2012 Olympic Games.

“This is truly an extraordinary – and once in a lifetime – opportunity for the Altman family and while I’m sad that Andy will be leaving us, I am also tremendously proud that he has received this international recognition,” said Nutter. “While Andy puts his great talents to work in leading the largest redevelopment effort in Europe, we plan to make Andy proud by seeing through the ambitious goals he’s set for us here at home.”

“It has been a tremendous honor to work with Mayor Nutter and this administration to make a difference in the city I grew up in, especially during these difficult economic times,” Altman said. “I believe it is a great testament to the Mayor and Philadelphia’s emerging reputation as a leader in reform and progressive government that I was asked to take on an assignment which is so critical to the future of the City of London.”

During his tenure as Deputy Mayor, Altman laid the foundation for job creation and the revitalization of major parts of downtown, the waterfront and neighborhoods across the City. During the news conference, Nutter highlighted several of Altman’s achievements including:

Coordination of all economic development activities throughout city agencies and creation of a “Development Cabinet” to manage major projects and policies.
Reorganization of the Commerce Department, including creation of a one-stop shop for businesses and potential investors in Philadelphia.
Putting the pieces into place to redevelop the Delaware waterfront including creation of the Delaware River Waterfront Corporation.
Led the development of applications for federal recovery dollars and coordinated a major new initiative on weatherization that will create up to 750 green collar jobs.
As Chair of the City Planning Commission, put planning at the heart of the City’s development process.
Managed the casino development efforts on behalf of the City that will ensure opening within 12 months.
Created innovative loan guarantee and gap financing programs to invest more than $10 million to support small businesses and commercial corridors.

London was selected as host for the 2012 Olympic Games in part because of a commitment to creating a “legacy” for London by revitalizing one of the most deprived areas of the City. Through a massive redevelopment effort coordinated by the Olympic Park Legacy Company, the 400 acre Olympic site will become home to more than 10,000 new housing units, world-class sports, cultural and educational facilities and thousands of new jobs.

The company was established and is owned by the Mayor of London and the national government. Altman was selected after an extensive international recruitment effort.

MAYOR’S TASK FORCE ON TAX POLICY AND ECONOMIC COMPETITIVENESS TO HOLD PUBLIC HEARING

WHO: Mayor’s Task Force on Tax Policy and Economic Competitiveness

WHAT: The Task Force was created by Executive Order on February 10, 2009, and was established to evaluate the City’s current tax structure, compared to other major cities; analyze the impact of the City’s tax structure on competitiveness; and evaluate the cost of development in Philadelphia. This first hearing is convened to seek preliminary public input, and will be followed by a second hearing in August to review preliminary findings. Final recommendations are expected to be delivered to the Mayor and City Council by September 14, 2009.

MAYOR’S BOX ATTENDEES, JANUARY – MARCH 2009

Philadelphia, May 19 – The City of Philadelphia has released the names of those who received tickets to the Mayor’s Box during the third quarter of FY09 (January – March 2009).

The City’s ticket policy, the first time the distribution of tickets to the Mayor’s Box has been governed by a written, public policy, is in place to provide for the equitable distribution of complimentary tickets received by the City of Philadelphia.

Of 1,552 individuals who attended events, the largest percentage – 39% – came from Recreation Centers. The next largest group of tickets was distributed through the Department of Human Services.

Last month Mayor Nutter awarded 218 high school ‘Straight A’ students who had perfect attendance up to March 1, 2009 with a pair of tickets to the Mayor’s Box at Citizen’s Bank Park to watch the World Series winning Phillies this season. He also launched the Mayor’s VIP Program, a competition open to all School District High Schools to reward and encourage excellent attendance and performance at school. Each of the District’s 62 participating high schools will recognize students – Very Impressive Performers – who have demonstrated improvement in attendance and their GPA. The VIP Program will be expanded with the beginning of the new school year in September as Mayor Nutter has committed an additional 2,000 Mayor’s Box tickets to sporting and entertainment events to reward Philadelphia public school students.

Volunteers who helped out at the City of Philadelphia’s Town Hall meetings on the budget were given tickets to 76ers games.

Students from Edison High School were given tickets to the Villanova vs. Pittsburgh game.


MARK ALAN HUGHES ANNOUNCES DEPARTURE

“Mark has been a tremendous asset to my administration and I wish him the best of luck in the future,” said Mayor Nutter. “On sustainability and the Recovery Act, Mark has done what he came here to do. He has put in place a foundation and a set of plans that will guide us to success. Of course we will miss Mark, but my sense is that he will never be far away and always available if we need him.”

Mark Alan Hughes said, “Working for the Nutter Administration to put together Greenworks Philadelphia and the initial preparation for Recovery funding has been one of the most rewarding experiences of my career. I’m an academic at heart so my goal was to lay the groundwork and set the direction for the future, and do my best to hand over workable plans to the policy implementers. The talent and dedication of so many others in the Administration and in the sustainability community made my job an easy one.”

Mark joined the administration over a year ago to craft the City of Philadelphia’s sustainability framework, Greenworks Philadelphia, which was unveiled last month. This has now moved into the implementation phase with officials from all city departments working towards achieving the many goals contained within the framework.

“With Greenworks Philadelphia Mark has established a very strong sustainability framework and set us on the path to success,” said Mayor Michael A. Nutter. “It’s time to take this framework and put its recommendations into action. We will make an announcement before Mark’s departure regarding who will oversee the implementation of this important plan across the City. We will not miss a beat in pursuing our sustainability goals.”

After President Obama signed the American Reinvestment and Recovery Act, Mark took responsibility for the initial stages of the City of Philadelphia’s evaluation of the Recovery Act and the preparation of Recovery applications. In that time he has coordinated a team of people across departments who have identified all funding opportunities and have begun the process of preparing and applying for this new unprecedented investment. He has also overseen the development of the City of Philadelphia’s Recovery website,

Mark Alan Hughes, Director of Sustainability, announced today that he will be leaving the Nutter Administration. His last day with the City of Philadelphia will be June 18th.
