Deputy Managing Director MaryAnn E. Tierney will provide details of an exercise designed to provide first responders and key stakeholders an opportunity to train together, discuss and evaluate the emergency communications and resource management capabilities of City agencies during a mass casualty incident. Officials will examine the City’s Mass Casualty Plan during an incident that taxes the regional emergency medical response system, such as the Philadelphia Fire Department, Emergency Medical Services, Philadelphia Police Department, communications and local transit authorities.

Exercise participants include representatives from the City of Philadelphia’s Office of Emergency Management, Police and Fire Departments; Chester, Delaware and Montgomery counties; six regional hospitals; the University of Pennsylvania and Philadelphia University; the U.S. Department of Homeland Security and Federal Bureau of Investigation; Pennsylvania State Police; Amtrak and SEPTA.

Following the press availability, reporters will be allowed to briefly observe the exercise play to obtain b-roll and photographs. To prevent the interruption of the exercise, escorts will be on hand to ensure control. The press availability and exercise observation period will be conducted from 11:30 to noon.

Ground rules for the observation period:
Photographers (still and video) may take photos and shoot b-roll. Close-up shots of documents or computer screens will not be allowed in the exercise area.
Recording of audio will not be allowed in the exercise area.
Live stand-ups will not be allowed in the exercise area.
Exercise participants are not to be interviewed or otherwise disturbed.
