Philadelphia, September 30, 2011- U.S. Trade Representative Ron Kirk, U.S. Congressman Robert Brady and Mayor Michael A. Nutter visited Superfit, Inc., a jewelry manufacturer and exporter that recently relocated to Philadelphia, to highlight the impact of the American Jobs Act on small businesses and to discuss its job creation initiatives. During the month of September, Mayor Nutter held multiple economic development events focusing on the City’s investment and collaboration with Philadelphia’s businesses. The American Jobs Act, transmitted by President Barack Obama to the U.S. Congress, details a plan to put Americans back to work through tax cuts and credits, strategic investments and infrastructure improvements.

“The American Jobs Act, which President Obama is calling on Congress to pass immediately, will help small businesses in Philadelphia – like the one Mayor Nutter and I visited today – grow and expand, while putting more money in the pockets of hard-working Philadelphians,” said Ambassador Kirk, during a visit to Superfit, Inc. “As Mayor Nutter can tell you, this new jobs proposal holds the kind of job-creating potential that Philadelphia needs now. There is no time for delay to put Philadelphia – and the rest of America – back to work and get our economy moving again.”

Mayor Nutter added, “All month, I have been meeting with small business leaders, corporate CEOs, non-profit organizations and real estate developers to discuss one of the most important issues facing Philadelphia and our nation: jobs. I would like to thank Ambassador Kirk for coming to our city to reinforce how important it is to have a coordinated response to the unemployment hindering our economy’s growth. It is essential that Congress pass the American Jobs Act to spur job growth in all sectors of the economy.”

Congressman Brady said, “Small businesses need to grow and expand. They are the rock of our economy and the President’s American Jobs Act will help these entrepreneurs do just that. From my point of view it is really about jobs, jobs and more jobs.”

The American Jobs Act outlines incentives for the creation of jobs: tax cuts for businesses, infrastructure investments, creating innovative job unemployment insurance initiatives, a long-term deficit reduction plan and tax cuts for Americans. These programs are aimed at producing the conditions to allow companies to hire, entrepreneurs to invest and for the unemployed to find work. In Philadelphia, Mayor Nutter has highlighted businesses that are currently hiring new employees and that are expanding their operations during a difficult economic climate.

Superfit, Inc. is a specialized jewelry manufacturer that recently relocated near the Pennsylvania Convention Center earlier this year. The new facility houses the company’s offices and production studio. “The American Jobs Act is an important legislation for us because it could directly impact our business,” says Gena Alulis, CEO of Superfit, Inc. “With initiatives outlined in the plan such as the elimination or reduction of payroll tax, our business could save thousands of dollars each year. This will allow us to enhance wages and subsidize health care for our loyal employees, most of whom have been with us for over a decade. It will also give us the opportunity to invest in new equipment to stay on the cutting edge of manufacturing in this digital age. Citi Group launches “Circle of Success” program in support of small businesses

Philadelphia, September 29, 2011 – Mayor Michael A. Nutter announced $2.3 million in Community Development Block Grants (CDBG) funding to support small businesses and commercial corridor development in the City through the Targeted Corridor Management Program, Business Technical Assistance Program and the Corridor Cleaning Program. Mayor Nutter also announced the expansion of the AmeriCorps VISTA initiative, which offers support to immigrant-owned small businesses in targeted areas to facilitate growth and integration

“Awarding CDBG funding creates jobs and builds the economy,” said Mayor Nutter. “By aligning public resources to small business needs, we are creating circumstances for long-term growth. Immigrant-owned businesses are a fast growing sector in Philadelphia and are essential to successful economic development.”

Deputy Director of Commerce Kevin Dow said, “Our neighborhoods are among our greatest assets. By supporting businesses located here, we ensure not only help to increase their bottom line, but more importantly, we support job creation where it is needed most.”

Additionally, Citi Community Development in partnership with Finanta and Entrepreneur Works announced the “Circles of Success” program which provides a combination of lending, credit building and financial literacy services including bilingual services to underserved and low-income entrepreneurs. Funded by a $125,000 grant from Citi Community Development Impact and Innovation Fund, the initiative will make loans of $1,000 to $20,000 to support the development of microbusinesses and build the credit of underserved and low-income entrepreneurs in the City of Philadelphia.

“Small businesses are a critical job-creating force behind recovering from the recession,” said Mayor Nutter. “Private initiatives, like Circles of Success that support small business owners by developing the skills and credit, are critical to boosting Philadelphia’s economy.”

Donald Haskin, Pennsylvania State Director of Citi Community Development said, “Finding creative solutions for low-income entrepreneurs is critical in Philadelphia and entrepreneurship is an affective way to generate income, build assets and achieve financial security. Particularly during times of high poverty and unemployment, it’s imperative for us to enable underserved and under-banked entrepreneurs – many of whom are immigrants, low-income earners and living in distressed communities – to overcome the barriers to forming good credit and accessing mainstream markets and sources of capital.”

CDBG funding has played an important role in developing City businesses.
Targeted Corridor Management Program: 12 community-based organizations partnered with the City to provide corridor management services to small businesses, which resulted in the creation of 146 new businesses and 497 new jobs. The Targeted Corridor Management Program will receive $825,000 in new CDBG funding.

The Business Technical Assistance Program: created 57 jobs and assisted over 312 businesses in 2010 with entrepreneurial skills training, business development assistance, financial and credit counseling, and other infrastructure support services. The Business Technical Assistance Program will receive $725,000 in CDBG funding.

This CDBG funding also allots $827,000 to create the Commercial Corridor Cleaning Program. Under this program, the City of Philadelphia will fund 15 organizations to carry out regularly scheduled litter removal to 25 miles of sidewalks and curbs in the City’s commercial areas.

In 2010, the Commerce Department launched the AmeriCorps VISTA initiative with two staff members supporting the Russian-speaking business community in Northeast Philadelphia and the African-Caribbean business community in West and Southwest Philadelphia. From August 2010 to August 2011, this initiative surveyed 540 businesses, resolved 173 inquiries and conducted 10 workshops. As a result, the AmeriCorps VISTA initiative is adding two new staff members to better serve the immigrant business community.

FAA ISSUES LETTER OF INTENT TO CONTRIBUTE $466.5M TO AIRPORT CAPACITY ENHANCEMENT PROGRAM

Philadelphia, September 27, 2011- The Federal Aviation Administration (FAA) has issued a Letter of Intent to contribute $466.5 million over the life of the program toward Philadelphia International Airport’s Capacity Enhancement Program (CEP), making it the agency’s second-largest single award ever made.

In addition to the federal funds, the $6.4 billion CEP will be financed by Airport Revenue Bonds, which will constitute two-thirds of the funding, and a variety of other funding sources such as user fees and additional grants.

“This substantial award demonstrates the FAA’s commitment to our planned Airport expansion, which is vital to the economic fortunes of the region and to the Airport’s status in the increasingly competitive global aviation marketplace,” said Mayor Michael A. Nutter.

Deputy Mayor, Transportation and Utilities Rina Cutler added: “We are extremely pleased to receive this letter of intent from the FAA and look forward to working with federal officials as we move forward on this very important program.”

The $6.4 billion CEP is a comprehensive program that will be completed in phases over the course of 13 years. When completed in 2025, the CEP will have added a new runway and extended two existing runways to increase capacity and allow for simultaneous, independent aircraft operations in poor weather conditions, thereby reducing delays. The project will also modernize the Airport complex with new terminal facilities, new ground transportation center, new cargo facilities and a people mover system.

“The CEP will enable the Airport to enhance the region’s position by providing more efficient access and increased competitive stature,” said Airport CEO Mark Gale. “Additionally, the CEP is anticipated to create more than 100,000 jobs in the region. The completion of the CEP is expected to increase the Airport’s overall economic impact by $12 billion to $26.4 billon annually, which underscores the importance of this program.”

MAYOR NUTTER CELEBRATES TEVA PHARMACEUTICALS GROUNDBREAKING AT NEW DISTRIBUTION CENTER

Philadelphia, September 27, 2011– Teva Pharmaceuticals kicked off construction of its new state-of-the-art Distribution Center in Northeast Philadelphia. The company is expanding its presence in Pennsylvania, and this new site will join several other Teva sites throughout Montgomery and Bucks counties. The $300M project is scheduled to be completed in mid-2013. Within three years, the new center will provide jobs for approximately 400 employees. The facility will be 1.1 million square feet and consist of three adjoining buildings. Additionally, Teva expects to create 2,500 to 3,000 construction, subcontractor and vendor jobs.

“I am delighted to celebrate the groundbreaking of Teva Pharmaceuticals’ new facility in our city,” said Mayor Nutter. “Philadelphia is a smart city and a smart choice for businesses and Teva is an example of a company making a major investment in this city and creating 400 highly skilled jobs. I am looking forward to returning for a ribbon cutting when this $300 million project is completed.”

“We are eager to start construction on this site and to become residents of the city of Philadelphia. This new site will enable us to continue to offer high-quality pharmaceuticals to people across the U.S. and around the world,” said William Marth, CEO – Teva Americas.

This new center is located at One Red Lion Road, in Northeast Philadelphia. The site was formerly Transit America (previously known as Budd Company) and later converted into a golf course and designated as a brownfield.

Although this is Teva’s first formal presence in the city, the company is no stranger to the area. Teva, in conjunction with its partnership with the Philadelphia Eagles, has taken great strides in getting out into the community and demonstrating its social responsibility through corporate involvement.

MAYOR NUTTER TO CELEBRATE TEVA GROUNDBREAKING

MAYOR NUTTER HOLDS PHILLYSTAT OUTCOMES MEETING

Philadelphia, September 26, 2011– Mayor Michael A. Nutter presided over the televised PhillyStat Outcomes meeting, focused on his goal that Philadelphia’s government delivers services to residents efficiently and effectively, City employees are responsive to the needs of residents and to each other, and work is accomplished with a high level of integrity.

The focus of today’s meeting was: “Our government is responsive.” Since taking office, Mayor Nutter has emphasized on responding directly to the needs of constituents through new initiatives like the Philly311 Call Center and enhanced customer service training. The Mayor assembled key members of his senior Administration to discuss how to improve efficiencies while maintaining a high level of service and integrity.

“Business conducted in Philadelphia should be transparent, predictable and prompt,” said Mayor Nutter. “We must provide a high quality customer service because every Philadelphian is our customer, and they must trust that we will provide the services they need. Whether it is fixing a pothole, hiring employees, collecting taxes, obtaining a permit or responding to a RFP, we must ensure that the system is the same for everyone.”

The Mayor also marked the progress made by many of the City’s agencies toward ensuring efficiency, effectiveness and accountability, including:
• Creation of a Customer Service Management Advisory Council, which serves to promote best practices, holds leadership roundtables and recommends functional improvement initiatives;
• Philly311 and L&I consolidated their call centers to better coordinate service responses to citizen inquiries;
• Successful piloting of real-time police mobile access to Philly311.

Over the next 18 to 24 months, Philly311 will undergo Phase II improvements including Telephony upgrades, business process improvements and citizen relationship management training.

At the PhillyStat meeting, Philly311 noted that in 2011 year to date they are meeting or exceeding customer expectations of 93 percent of those surveyed. The 2011 target was 85 percent. So far this year, City departments have also completed 78 percent of requests for services within the service level agreement. Philly311 tracks this performance. In 2009, 68 percent of those requests were within the service level agreement.
