Department of Licenses and Inspections Announces New Executive Director of Development Services and New Spokesperson

Philadelphia, July 1, 2013 – The Department of Licenses and Inspections (L&I) announces that Maura Kennedy, who currently serves as L&I’s Director of Strategic Initiatives, has been promoted to the position of Executive Director of Development Services effective July 1, 2013.  L&I also announces that Rebecca Corcoran Swanson, Esq. will assume the communications and community outreach role for L&I, and will serve as the Department’s spokesperson.


Kennedy will be responsible for leading the City’s business licensing, zoning, and construction permitting units. In this role, Kennedy will lead L&I’s effort to make all licensing, zoning, and permitting services available on L&I’s website.  She also will direct the implementation of an electronic plan review system through L&I’s eCLIPSE project, among other new initiatives.


As Director of Strategic Initiatives, Kennedy was responsible for L&I’s communications and open data efforts and served as the spokesperson for the Department.  She also launched and directed L&I’s Vacant Property Strategy, which seeks to reduce the number of vacant, abandoned properties in Philadelphia by strengthening and enforcing private property maintenance standards.  American City and County Magazine named the initiative one of the most innovative government programs of 2011.  Kennedy has worked for the City of Philadelphia since 2008, first serving as Deputy Press Secretary for Mayor Nutter. Previously, she worked on federal and state campaigns across the country where she focused on research and communications.  Kennedy graduated from Cornell University in 2004 with a bachelor’s degree in Government.


In addition to her communications role, Swanson will also help lead the Vacant Property Strategy and other blight reduction efforts, and help lead process improvement initiatives.  Swanson has served as L&I’s Policy and Civic Engagement Coordinator since March 2012.  Prior to joining the City, she worked as an attorney for a Philadelphia law firm and a reporter for the Delaware County Daily Times.  She is a 2002 graduate of Villanova University and a 2008 graduate of Boston College Law School.
